POST/api/v1/users/search
Retrieve a paginated list of users. The actor comes from a Bearer personal access token. The legacy actor fields remain available only to legacy API-key requests during migration; a personal-token request containing any of them returns 400 PUBLIC_ACTOR_OVERRIDE_NOT_ALLOWED.

Canonical personal-token bad request, including PUBLIC_POSITION_REQUIRED or PUBLIC_ACTOR_OVERRIDE_NOT_ALLOWED.
The Bearer personal token is missing, malformed, inactive, expired, revoked, or CIDR-blocked. Personal-token 401 responses include the Bearer challenge. Temporary validation outages return 503 instead.
